The effects of nearby states starting to legalize marijuana

As someone who lives in North Carolina, seeing nearby states start to legalize some form of cannabis makes me question some things. Here in North Carolina, marijuana is “decriminalized.” This means that if you are caught with half an ounce or under you cannot be put in jail. It is considered a misdemeanor, and you are given a maximum of a 200 dollar fine. Recently, Virginia has taken some steps to legalize marijuana to the recreational level. South Carolina has also taken some steps to get medicinal marijuana legalized. If all these pass, North Carolina would be almost fully surrounded by states with some form of legalization (excluding Tennessee). What effects do you think this would have on the black market here, and do you think it would create a better argument to legalize marijuana in North Carolina?
